New Circullar Letter – Subject: Moldova’s Original documents on board the vessel

Subject: MOLDOVA’S ORIGINAL DOCUMENTS

The Naval Agency has undertaken proactive measures to inform all concerned on Moldova’s position with respect to on-board copies of the required flag state documents mentioned below. The Naval Agency of the Republic of Moldova requires that all original documents must be carried on board on Moldova Flagged vessels.

However, in cases when the original documents are en-route to the vessel, in such cases, a grace period of thirty (30) days shall be granted from the date of issuance of the certificates during which printed colour copies of such documents will be carried on-board as evidence of compliance/certification.

Documents include but may not be limited to the following:

  1.  Certificate of Provisional Registration or Certificate of Ownership;
  2.  Provisional or Permanent Certificate of Navigation;
  3.  Provisional or Permanent Minimum Safe Manning;
  4.  Provisional or Permanent Ship Radio License;
  5.  Certificate of Insurance or other Financial Security in Respect of Civil Liability for Oil Pollution Damage (CLC);
  6.  Continuous Synopsis Record (CSR);
  7.  Exemption Certificates, Waiver of Requirements, Equivalent of Arrangements, Attestation Letters;
  8.  Dispensation Letter;
  9.  Declaration of Maritime Labour Certificate Part I (DMLC Part I) – statement of compliance;
  10.  Endorsement Certificate for Officers;
  11.  Special Voyage Permit (SVP);
  12.  Interim and Full-Term Statutory Certificates (where applicable).

During the thirty (30) day period, the colour copy of any document issued by the Naval Agency shall be assumed to have the same validity as the original document.
