Collection and reporting requirements for the ship fuel oil consumption data.

The Naval Agency of the Republic of Moldova as Maritime Administration decided to delegate and authorize the collection and issuance of the Statement of Compliance – Fuel Oil Consumption Reporting to all Recognized Organizations acting on behalf of this Administration.

The above decision is in line with IMO Resolution A.739(18) and taking into consideration that these amendments to MARPOL Annex VI are directly related to the IMO Resolution MEPC 282(70) adopted on 28 October 2016 regarding Guidelines for the Development of a Ship Energy Efficiency Management Plan (SEEMP) where the ,,Data Collection System for Fuel Oil Consumption of Ships,, will be addressed in its part II in accordance with Regulation 22A and that the SEEMP is directly related to the International Energy Efficiency Certificate. Certificate to be issued by an authorized Recognized Organization on behalf of this Administration.

As of March 1st 2018, all Moldova Flagged vessels of 5,000GT and above shall collect the data according to the methodology included in the Part II of the SEEMP. The total value of above data for each calendar year will have to be reported within three months after the end of each calendar year, to the Recognized Organization. Upon receipt of reported data, the RO will verify – following the end of each calendar year, but not later than May 31st of the subsequent year – that it is in compliance with regulation 22A and issue a Annual Statement of Compliance – Fuel Oil Consumption (ref.: MARPOL Annex VI, Appendix X) and report to the designated IMO GISIS tool “Ship Fuel Oil Consumption”. The reported data shall be in accordance with MARPOL Annex VI, Appendix IX. The verification of ship fuel oil consumption data shall be done in accordance to Resolution MEPC.292(71).
